Introduction

Dr. Ken Lang is a retired 25‑year law enforcement veteran and former homicide and violent‑crime detective with extensive experience in criminal investigations, police practices, use‑of‑force analysis, and investigative standards. He has conducted and supervised major‑crime investigations involving homicides, sexual assaults, robberies, and other violent offenses, and he provides expert consultation and testimony in criminal and civil matters involving police procedures, officer‑involved shootings, evidence handling, and investigative failures.

Dr. Lang served 23 years with the Baltimore County Police Department, including 15 years assigned to violent‑crime investigations and 5 years investigating property crimes. His work required comprehensive interviewing, evidence evaluation, crime‑scene analysis, and coordination with forensic specialists, prosecutors, and multidisciplinary investigative teams.

In addition to his detective experience, Dr. Lang served 16 years as a certified Maryland Police and Correctional Training Commission adjunct instructor at the BCoPD Academy, teaching courses in sex‑crimes investigations, investigative resources, and both basic and advanced investigative practices. His instructional background reflects deep operational knowledge of investigative procedures and law‑enforcement standards of care.

Dr. Lang is also an FBI‑trained forensic artist, completing more than 100 forensic composites and related forensic art products for BCoPD and other jurisdictions, including composite sketches, postmortem drawings, age progressions, and skull reconstructions.

Following his law‑enforcement career, Dr. Lang transitioned into higher education, teaching criminal justice and forensic courses at multiple universities and currently serving as an associate professor of criminology/criminal justice at Milligan University. He holds a Ph.D. in Criminal Justice, with scholarly work published in forensic art, restorative justice, and investigative practice.

Dr. Lang’s expert‑witness work includes evaluating criminal investigations and police practices for accuracy, completeness, and adherence to professional standards. He is available for case review, consultation, reports, and testimony involving police practices, use of force, officer‑involved shootings, homicide and violent‑crime investigations, evidence handling, forensic art, and related matters.

Criminal Justice Program: In 2013, upon completing my master’s degree, I was contracted by UVF (private college) to develop and build a Bachelor of Science Criminal Justice program on their campus. UVF launched the BS Criminal Justice program in August 2014, where I served as the Director of Criminal Justice and the first professor for the program.
