Introduction

I am a fire service executive and EMS expert with command-level experience in structural and wildland firefighting, incident command, and 911 emergency communications. As a former Assistant Fire Chief, I oversaw fire suppression, EMS, training, special operations, and communications, with direct responsibility for complex, high-risk operational decision-making.

I specialize in evaluating fire and EMS operations, Incident Command System (ICS) application, 911 dispatch and call processing, and standards of care within real-world emergency response environments. My experience includes internal investigations, response performance review, NFIRS reporting, quality assurance, and risk management.

I also provide analysis of EMS systems, including ALS/BLS service delivery, ambulance operations, billing practices, and interagency coordination during patient transport. I routinely assess whether actions, decisions, and systems were consistent with accepted fire service and EMS standards of care.
