Introduction

Jack L. Brazil, MS, CSP is a nationally retained construction safety expert witness and OSHA expert witness specializing in OSHA compliance, construction standard of care, and serious injury and fatality (SIF) analysis. He has more than 30 years of experience applying OSHA regulations (29 CFR 1910 and 29 CFR 1926) and ANSI/ASSP consensus standards to evaluate hazard recognition, safety program implementation, and incident causation on complex, multi-employer construction worksites.

Mr. Brazil routinely provides expert witness opinions involving OSHA compliance, OSHA citation defense, construction safety standard of care, and multi-employer worksite responsibilities. His experience includes high-hazard construction operations, including excavation, fall protection, heavy equipment operations, work-zone traffic control, and public protection.

His opinions are grounded in accepted industry practices and reflect conditions and standards in effect at the time of the incident, without hindsight bias or outcome-based reasoning. He has provided expert witness services to both plaintiff and defense counsel, including formal expert reports, depositions, and trial testimony, and has never been excluded as an expert witness.

Mr. Brazil holds the Certified Safety Professional (CSP) credential and has served in senior executive safety leadership roles for nationally recognized ENR Top 20 construction firms, overseeing multi-billion-dollar construction project portfolios. His expert opinions reflect the perspective of a senior safety executive responsible for real-world OSHA implementation on active construction sites.
