Dr. Steve Shvartsblat is a physician specializing in occupational and environmental medicine with extensive experience in work fitness evaluations, OSHA-related program development and compliance, drug testing oversight, and medico-legal communication. His expertise includes the development and maintenance of regulatory programs, pre-employment post-offer screening program development, human resources compliance involving ADA and FEHA, and workers’ compensation evaluations including QME/AME processes. He also has experience providing sports participation medical clearance and supporting medico-legal communications, including letter writing and expert witness depositions.

Since October 2002, Dr. Shvartsblat has served as a Senior Physician for Los Angeles County in Los Angeles, California (Oct 2002–present). In this role, he performs work fitness evaluations including pre-placement post-offer exams, commercial driver evaluations, return-to-work assessments, and fitness-for-work re-evaluations for current employees. He also serves as a Medical Review Officer, reviewing drug screening results and conducting medical interviews. His OSHA compliance responsibilities include design and implementation of a hearing conservation program and periodic injury and illness prevention program examinations, including hearing, asbestos, pesticides, lead, mercury, paints and solvents, HAZMAT, confined space, and respirator clearance. He also participates in wellness initiatives, including fire department wellness exams and screening. From June 2020 to March 2021, he completed a Disaster Service Worker (DSW) assignment, assisting community testing teams with COVID-19 testing in community settings, skilled nursing facilities, and person experiencing homelessness settings, supporting the Case & Contact Investigation Branch call center with medical consultations and training, and providing professional support at vaccination Point of Dispensing sites.

Dr. Shvartsblat also served as a Medical Review Officer at First Advantage in Los Angeles, California (May 2002–June 2023). He worked as a Per Diem Physician at Concentra in Los Angeles, California (July 2019–Jan 2020), providing work fitness exams including DOT-regulated commercial driver exams, evaluation and care of work-related injuries and illnesses, minor surgical procedures, and management of needle sticks and other bloodborne pathogen exposures.

Dr. Shvartsblat earned his M.D. from UCLA School of Medicine (1991) and completed graduate medical education at Kaiser Permanente, West Los Angeles (July 1991–June 1992). He earned an MPH from the UCLA School of Public Health (2001) and completed Occupational and Environmental Medicine training at UCLA (June 2000–June 2002). His publications include articles in J Occup Environ Med (2003) and Am J Ind Med (2004).
