Introduction

I am a retired LAPD Captain and FBI National Academy graduate with more than 33 years of experience in police practices, internal affairs investigations, police misconduct and discipline systems, use-of-force review, officer-involved shootings, vehicle pursuit policy, and consent-decree best practices. I also served as LAPD’s lead Public Information Officer, providing expertise in police media relations and critical-incident communications. As a command officer, I oversaw patrol operations, investigations, gang enforcement, narcotics, and vice. As the commanding officer of CompStat Division, I served as the chief’s crime analyst. I provide objective, policy-based analysis and expert testimony in cases involving officer conduct, supervision, tactics, investigations, and agency accountability. My teaching background helps me prepare and present understandable, accurate, and cogent reports, presentations, and testimony.
