Introduction

I've been retained as an expert witness in approximately fifteen (15) matters involving allegations related to the applicable standard of care for individuals with intellectual and developmental disabilities in residential, day program, and community settings. I've provided testimony in both deposition and trial settings on behalf of both plaintiff and defense counsel. My expert opinions have addressed issues including operational standards, regulatory compliance, staffing adequacy, incident response, risk management, and the application of professional standards in licensed residential and community-based service environments.

I am a senior healthcare and human services executive with over twenty years of leadership experience in intellectual and developmental disabilities (IDD) and behavioral health services. I currently serve as a Regional Director for Sevita / ResCare Community Living, where I provide executive oversight for Sevita's San Diego operation and regional support for leadership teams in Los Angeles and Orange County.

My scope of responsibility includes group home, residential facility, and day program services supporting individuals with intellectual and developmental disabilities across ICF-DD-H, ICF-DD-N, EBSH, and ARFPSHN residential facility models. In this role, I am responsible for operational performance, regulatory compliance, staff training, quality assurance, financial management, and workforce leadership. I am the primary point of contact with the Regional Center, California Department of Public Health, Community Care Licensing, and the Department of Developmental Services.

I bring a unique combination of executive leadership, operational expertise, and legal training to complex healthcare and human services matters. This perspective allows me to evaluate organizational practices through both a regulatory and real-world operational lens, particularly in cases involving standards of care in IDD service delivery systems.
