Introduction

Dr. Yuliya Stupak, Psy.D. has a Doctorate in Clinical Psychology and specializes in forensic assessment, neurodevelopmental disorders, and competency restoration. She currently serves at the California Department of State Hospitals – Napa, where she conducts evaluations to assess trial competency and risk, while providing individual and group competency training in collaboration with multidisciplinary treatment teams.​

Dr. Stupak earned her Doctorate and Master’s degrees in Clinical Psychology from Alliant International University in San Francisco, with a focus on integrated health. She holds a Bachelor's degree in Psychology from San Francisco State University and completed additional neuropsychological assessment training at UC Berkeley Extension​.

Her postdoctoral and predoctoral training includes extensive forensic and developmental evaluation experience. She previously served with Correctional Healthcare Associates (CONREP), evaluating individuals deemed Not Guilty by Reason of Insanity (NGI) or Incompetent to Stand Trial (IST), and offering recommendations on appropriate placement or treatment intensity. At Alta California Regional Center, she conducted psychological evaluations to determine eligibility for developmental disability services, advised on conservatorship, and provided testimony in eligibility appeals​.

Dr. Stupak has also worked with CONREP individuals at MHM Services, engaging in risk assessment, forensic therapy, and court reporting. Her early clinical experience includes working with sex offender populations, individuals with intellectual and developmental disabilities, and adolescents requiring competency restoration. She has practiced across a variety of settings including hospitals, regional centers, community-based forensic programs, and family support organizations such as the Ronald McDonald House at Stanford​.

In addition to her clinical work, Dr. Stupak has contributed to psychological research at the UC Davis MIND Institute, received multiple academic honors, and is fluent in Ukrainian and Russian. Her professional expertise continues to be rooted in culturally responsive care, forensic evaluation, and the integration of psychological science into public mental health systems.
