Introduction

A Special Education expert for five decades, Dr. Imber served as a professor in his field from 1973 until 2021. He serves as a special education advocate, consultant to attorneys, parents and schools. He is a special education independent educational evaluator and a special education expert witness.


His testimony has been given in federal court, special education hearings, and in superior court for matters of criminal defense. He has also testified in matters pertaining to Family Court on behalf of children or adolescents with special needs. Additionally, Dr. Imber has been consulted as an expert in matters of Immigration on behalf of children and youth with disabilities who are U.S. citizens.

As a special education expert, Dr. Imber has worked on cases with children, adolescents and adults with a broad array of disabilities. He provides professional advocacy and consultation for children with autism disorder, attention deficit disorder, learning disabilities, intellectual disabilities, serious emotional disorder, independent educational evaluation, inclusion of students in general education, special educational progress and Endrew US 2017. Dr. Imber has also testified as a special education expert on matters concerning custody and parental termination of rights. More recently, he has served as an expert on matters of wrongful death of students with disabilities and matters of criminal defense where the issue is competence to stand trial. Recently, he was retained on a matter of special education under Covid-19.

He has been involved in cases from the following states: Alaska, Arizona, Connecticut, Delaware, Florida, Hawaii, Illinois, Massachusetts, Michigan, New Jersey, New York, Pennsylvania, Rhode Island, Tennessee, Utah, Vermont, Washington and West Virginia.

Dr. Imber has been a presenter at many regional and national conferences. He has published numerous articles various issues pertaining to learning and emotional treatment of students with disabilities. He has special expertise with regard to federal and state regulations on special education including independent educational evaluations, Office of Special Education Program policy opinions and case law on independent educational evaluations.

Dr. Imber earned an undergraduate degree in Psychology with honors from the State University of New York at Buffalo. He was involved in doctoral studies in Clinical Psychology at the University of Connecticut. He earned a master’s degree from the Department of Educational Psychology with a focus on Learning Disabilities at The University of Connecticut. He completed his doctoral degree from the Department of Educational Psychology with a focus on Emotional and Behavior Disorders at the University of Connecticut.

He currently holds several professional certifications as a teacher of children and adolescents with disabilities. He is also certified as a school psychologist and as an administrator of special education.

A: Dr. Imber taught his first (graduate level course on Testing and Measurements at what was then Eastern Connecticut State Teacher's College (now part of the University of Connecticut)when he was a graduate student in 1972.

Dr. Imber has been (and continues to be) a Professor of Special Education since 1973. He was promoted to the rank of full professor in 1982. He has taught courses including the Psychology of Exceptional Children, Methods for Students with Emotional/Behavioral Disorders, Affective Skills for Students with Disabilities, Behavior Management (undergraduate), Advanced Behavior Management (Functional Behavioral Assessments and Positive Behavior Intervention Supports (graduate level), Differentiation of Instruction for students with disabilities within Inclusive Environments (undergraduate and graduate levels), Prevention of School Violence (graduate level), Legal Aspects of Special Education (graduate level), Assessment and Evaluation of Students with Disabilities, Assessment, Curriculum and Methodology for Secondary Level Student with Disabilities

A: Dr. Imber has been retained in numerous matters since 1975 in federal court, superior court, family court and in several special education due process hearings in cases from several states across the United States.

A: Dr. Imber has been retained for his expertise in special education, matters of inclusion of students with disabilities within the general education environment, child custody matters for children with disabilities, in cases for criminal defense involving adolescents and adults with disabilities and in matters of personal injury relative to children and adults with disabilities.

A: Dr. Imber has been involved as an expert in many cases where the moving party was the plaintiff.

A: Dr. Imber has given expert testimony at depositions in a few cases. His testimony has been given much more frequently before judges, sometimes in jury trials.

A: Dr. Imber last testified in 2019 in a due process special education hearing. He has provided several court related affidavits during the past few years on a variety of legal matters. He is currently involved in several court related matters, nationally . Om some of these cases, he has been involved directly in Court Motions to obtain additional records which he believes are pertinent to to his review and interpretation of case records.

A: Dr. Imber has been qualified as an expert in his field in several matters since 1975 when he testified in Federal Court. He has been qualified as an expert in his field in numerous other cases.

A: Dr. Imber testified a few years ago in a personal injury matter before an arbitrator with a very favorable outcome for the injured party. His written reports have been utilized in several matters successfully in a wide array of cases throughout the country.
