Introduction

Dr. Stephen Arhin, P.E., is a Civil Engineer and highway engineering expert with nearly three decades of professional experience in the design and analysis in highways, traffic safety, and site/civil engineering. He spent over 25 years at Howard University as a professor in the Civil Engineering department and as a research principal investigator.

Dr. Arhin’s background includes design, construction management, and analysis of signalized/unsignalized intersections, roundabouts, bicycle lanes and bike paths, crosswalks, and compliance with federal safety standards. At Robson Forensic, Dr. Arhin applies his expertise to forensic casework involving civil engineering, traffic operations and safety, vehicle/pedestrian/bicycle collisions, and roadway/intersection design as they relate to crash incidents.

Dr. Arhin worked as an independent traffic engineering consultant for several private firms and government agencies, particularly for DC Department of Transportation (DDOT), Maryland State Highway Administration, and Maryland Transportation Authority. Dr. Arhin worked on broad traffic and transportation engineering operations and safety research projects, and other roadway projects that includes signal warrant analyses, signal timing, crash data analysis and mitigation, development and review of traffic control plans, traffic data collection and analyses, commercial motor vehicles, roadway user safely (motorists, pedestrians and bicyclists), annual seatbelt compliance analysis for DC, and safety evaluation projects.

Dr. Stephen Arhin earned his Bachelor of Science degree in Civil and Environmental Engineering at the University (Kwame Nkrumah) of Science and Technology in Ghana, and his Master of Science degree from Howard University. He holds a Ph.D. degree from George Washington University. Dr. Arhin is also a certified Professional Traffic Operations Engineer (PTOE), and a registered Project Management Professional (PMP) in addition to being a Certified Research Administrator (CRA). He is a Fellow of the Institute of Transportation Engineers (ITE).
