Introduction

Shelby King Hayes, CIC, CPRM, AAI, is the Founder and Principal Consultant of The Coverage Consultants, an independent insurance coverage and risk management practice based in Canton, Georgia, serving matters nationwide. With more than twenty years in property and casualty insurance, she provides expert analysis and testimony in disputes involving policy interpretation, coverage adequacy, agent and broker standard of care, and errors and omissions exposure.

Her career spans fourteen years managing a book of over 2,200 personal and commercial lines clients, promotion into a high net worth producer role, and senior leadership positions in agency sales and operations, which means her opinions are grounded in the actual mechanics of how coverage is quoted, bound, endorsed, and serviced rather than in theory alone. She has reviewed underwriting files, binders, applications, certificates of insurance, and producer correspondence across a wide range of disputed matters, and evaluates conduct against ISO forms, carrier underwriting and binding authority guidelines, state statutes and regulations, and the reasonable insurance professional standard of care.

Ms. Hayes maintains a dedicated practice in HOA and condominium master policy gap analysis, an area where coverage disputes frequently turn on the interaction between the association's master policy, the governing documents, and individual unit owner policies. She conducts HO-3 versus HO-6 allocation analyses to identify gaps and overlaps in that relationship, reviews CC&Rs, bylaws, reserve studies, and financial statements against placed coverage to assess compliance and limit adequacy, and has developed proprietary, repeatable methodologies applied across master policy reviews, including a weighted coverage grading framework and a comprehensive master policy analysis platform.

She holds the Certified Insurance Counselor, Certified Personal Risk Manager, and Accredited Advisor in Insurance designations, is a licensed property and casualty professional in the State of Georgia, and holds a Bachelor of Arts in Psychology from Georgia State University. She is a published industry contributor, most recently in the Private Risk Management Association's Member Perspectives on artificial intelligence, social media, and the evolving personal risk landscape.

Ms. Hayes is an independent, non-commissioned consultant with no carrier employment and no claims adjusting authority, and her analysis is carrier-agnostic and free from insurer influence. She is available for case screening and pre-litigation consulting, policy and endorsement analysis, chronology development, written opinion reports, deposition preparation, mediation and settlement support, and testifying or consulting expert engagements. She also presents on insurance fundamentals, coverage disputes, agent E&O exposure, and emerging risk topics, and is available for CLE programs.
