Robert W. Graff Jr.
Robert W. Graff Jr. is a Fire and Emergency Medical Services expert with nearly 30 years of experience in fire suppression, emergency medical services, technical rescue, hazardous materials response, and public safety leadership. His areas of expertise include Fire Department Operations, Firefighter and Paramedic Standards of Care, EMS Delivery Systems, Incident Command Systems, Technical Rescue, Urban Search and Rescue, Hazardous Materials Response, Staffing and Deployment Analysis, Community Risk Assessments, Strategic Planning, and Public Safety Administration. Robert is widely recognized for his operational leadership, disaster response experience, and extensive work helping fire departments and emergency service agencies improve emergency response capabilities and public safety outcomes.
Robert currently serves as Deputy Chief of Operations for Marion County Fire Rescue in Florida, where he oversees more than 800 personnel operating from 29 career fire and EMS stations serving approximately 420,000 residents. He also serves as a Florida ESF-4/9 Incident Support Team Leader and as Program Manager and Task Force Leader for Florida Urban Search and Rescue Task Force 8. Throughout his career, he has led or supported responses to major disasters, including the Surfside condominium collapse and numerous statewide emergency response operations.
In addition to his operational leadership, Robert serves as a Senior Consultant and Project Manager with Emergency Services Consulting International (ESCI), where he has conducted staffing studies, standards of cover evaluations, strategic plans, deployment analyses, and organizational assessments for fire and EMS agencies throughout the United States. He is also a nationally recognized instructor in fire service operations, emergency medical services, incident command, technical rescue, hazardous materials response, emergency management, and public safety administration.
Today, Robert serves as a Fire & Emergency Medical Services Expert with Evidence Solutions, Inc., leveraging his operational, consulting, and instructional experience to assist attorneys in matters involving fire department operations, emergency medical services, emergency response policies and procedures, staffing and deployment practices, technical rescue operations, hazardous materials response, incident command systems, public safety administration, and compliance with recognized industry standards.
