Introduction

Dr. Richard S. Blum, M.D., FACP, FACCP is a distinguished physician, clinical pharmacologist, and expert in drug utilization, internal medicine, and healthcare policy, with over five decades of leadership in clinical care, research, regulatory affairs, and academic instruction. A graduate of the Chicago Medical School, Dr. Blum completed his residency and chief residency in Internal Medicine at Long Island Jewish-Hillside Medical Center. He also holds postdoctoral training in Pharmacology and Toxicology from St. John’s University​.

Dr. Blum has practiced internal medicine and conducted pharmaceutical clinical research for more than 45 years. He has served as a consultant in clinical pharmacology and quality assurance at St. Francis Hospital in Roslyn, New York, where he chairs the Pharmacy & Therapeutics Committee and serves on the IRB and Scientific Review Board. He is also a former Medical Director for United Cerebral Palsy of Suffolk County and has held physician advisor roles in utilization management and peer review at both state and federal levels​.

Dr. Blum's influence extends nationally through appointments as a Special Government Employee to the FDA and his leadership on numerous state advisory boards, including as Chairman and Vice-Chairman of the New York State Drug Utilization Review Board. He has also served on the U.S. Pharmacopeia’s Council of Experts and Medicare Model Guidelines Committee and has been a delegate to the United States Pharmacopeial Convention for over a decade​.

He holds academic appointments as Assistant Professor of Clinical Medicine at SUNY Stony Brook, Adjunct Professor at St. John’s University College of Pharmacy, and Long Island University, and has published widely on drug policy, prescribing practices, and medico-legal issues. His expertise has been featured in national symposia, peer-reviewed journals, public education campaigns, and legal proceedings, especially in areas related to benzodiazepine use, therapeutic substitution, off-label prescribing, and drug safety.

Dr. Blum is a Fellow of both the American College of Physicians and the American College of Clinical Pharmacology. He has received multiple honors including the Distinguished Alumnus Award from the Chicago Medical School and election to Who’s Who for Lifetime Achievement. His contributions span public policy, drug safety, medical ethics, and physician health, making him one of the most respected figures in American clinical pharmacology and internal medicine​.
