Introduction

David Breder retired from the Naval Criminal Investigative Service as a Special Agent, having served in leadership assignments which include team lead, Supervisory Special Agent, Assistant Special Agent in Charge, Special Agent in Charge, and Deputy Assistant Director. He holds two master’s degrees, one in Cybersecurity and the other in Public Administration with an emphasis in justice administration. Mr. Breder is a certified fraud examiner accredited by the Association of Certified Fraud Examiners. His areas of expertise include fraud investigation and corporate internal control, law enforcement, police policies and procedures, criminal investigation, use of force, risk and threat assessment, law enforcement management practices and intelligence matters.

Mr. Breder retired from the U.S. Navy Reserve where he served in the information warfare community, specializing in Intelligence. Prior to his service in the Navy, Mr. Breder served in the United States Marine Corps for ten years, specializing in the military police and criminal investigation fields.

Responsible for course content development, instruction, and mentorship of Special Agents and other select persons on how to conduct counter espionage, international terrorism, and other intelligence activities in cyberspace.
