Introduction

Paul LaRosa’s career with the South Carolina Law Enforcement Division (SLED) spanned 28 years and included extensive crime scene, tactical, investigative, threat assessment, criminal investigative analysis (colloquially known as criminal profiling), and management experience. Mr. LaRosa was the lead agent on hundreds of violent crime cases including homicides, sexual assaults, mass shootings, and stalking, and has provided assistance to other local, state, and Federal law enforcement agencies across North America. In 2010, Mr. LaRosa was selected and trained as a criminal investigative analyst (criminal profiler) and was certified in 2012 in conjunction with the Federal Bureau of Investigation (FBI) Behavioral Analysis Unit in Virginia. He received training in all areas of criminal behavior, specializing in threat assessment and management, stalking, homicide, sexual assault, violent risk assessment, and workplace violence. Possessing extensive experience in the areas of reasonable security, deterrability, and reasonable foreseeability, he was selected to lead the SLED Behavioral Science Unit (BSU) in 2018.

As a Special Agent and Lieutenant Supervisor with SLED, he managed and oversaw the state of South Carolina’s Behavioral Science Unit. As a highly trained crime scene expert, Mr. LaRosa responded to major crime scenes throughout South Carolina and the surrounding states to provide investigative analysis support on complex cases. These high-profile cases include the 1980 Ronda Mechelle Blaylock cold case homicide, the 1995 Blackville-Hilda High School shooting, and the 2019 Samantha Josephson (Uber) homicide.

As a team leader for tactical operations, he supervised perimeter security, served as an emergency medical technician (EMT), and handled hostage negotiations. While a member of SLED’s Special Weapons and Tactics (SWAT) Team, Mr. LaRosa provided site security to numerous dignitaries and assisted US Federal Agencies with high-profile events including US Presidential debates.

Mr. LaRosa has provided training in the areas of threat assessment and management to government agencies in South Carolina including judges, SC elected officials, and the SC Department of Education. He is an original member of the Association of Law Enforcement Profilers (ALEP) and is a Full Fellow with the International Criminal Investigative Analysis Fellowship (ICIAF). He was a committee member and contributor to the 2019 published School-Based Behavioral Threat Assessment and Management: Best Practices Guide for South Carolina K-12 Schools. In addition, Mr. LaRosa is a sought-after instructor in all areas of criminal profiling and currently teaches Profiling the Violent Crime Scene at Central Piedmont Community College in Charlotte, North Carolina.

Mr. LaRosa has provided expert testimony regarding crime analysis and violent criminal behavior, has testified in both South Carolina General Sessions Court and US Federal Court as an expert in crime scene reconstruction, blood stain analysis, latent prints, footwear, and tire tread analysis, and has testified in US District Court, South Carolina General Sessions Court, and South Carolina Probate Court as an expert in threat assessment and management.

With his extensive credentials and qualifications, Mr. LaRosa now serves Eagle Security Group as a law enforcement expert. He provides case consultation, civil and criminal litigation support, investigative support, and expert witness testimony in the areas of: Behavioral Analysis to include Threat Assessment and Deterrability of an Offender; Reasonableness of Security and Foreseeability; Premises Liability/Negligent Security; Workplace Violence (WPV) to include Difficult Terminations, Threatening Employees and Concerning Communications; and Violent Crime.
