Kelly Couch is a distinguished law enforcement expert with a focus in police pursuits and emergency response cases. With more than 30 years of experience as a Police Officer, Major Crimes Unit Detective, Investigator, and Law Enforcement Trainer, Kelly specializes in pursuits, emergency response incidents, traffic stop tactics, and police practices to include investigative matters. As one of the few true experts in the field of police pursuits and emergency driving, Kelly has been retained by several large law firms for cases related to pursuits and emergency driving incidents to include incidents resulting in fatalities. He has also successfully assisted clients with use of force issues related to emergency vehicle operations. As the former full-time lead Emergency Vehicle Operations Instructor at a statewide law enforcement academy Kelly helped develop and deliver training in emergency vehicle operations and pursuit decision-making to thousands of police recruits and current police officers. He continues to deliver training as a part-time Instructor.

Prior to his role as a law enforcement trainer, Kelly served as Police Officer and Major Crimes Unit Detective in the San Francisco Bay Area. In addition to his experience as a patrol officer, Kelly managed a variety of cases as a Detective including child abuse, sexual abuse, robberies, assaults, homicides, and unattended death investigations. Drawing from his extensive law enforcement and training background, Kelly can assist with law enforcement issues including pursuits, emergency driving incidents, Tactical Vehicle Interventions (including PIT maneuvers), traffic stop tactics, police investigations, and police patrol procedures and law enforcement training.
