Introduction

Kelly Couch is a law enforcement expert with over 30 years experience as a Police Officer, Major Crimes Unit Detective, Investigator and law enforcement trainer. Kelly's main focus is in pursuit management and emergency response incidents, law enforcement investigative matters and use of force issues. Kelly spent more than five years as the full-time lead Emergency Vehicle Operations Instructor for a state-wide law enforcement training academy. He was instrumental in the development and delivery of training in emergency vehicle operations, pursuit management and pursuit decision making exercises which were delivered to thousands of police recruits and current officers. He regularly facilitated classroom instruction and discussions related to emergency driving and pursuit management including discussions of relevant case law and critical reviews of actual emergency driving and pursuit videos. Kelly also delivered scenario based training as a full-time Tactical Instructor in a variety of areas and disciplines including evaluating the use of force. Kelly has provided expert services in use of force incidents, emergency vehicle operations and police investigative procedures. Kelly is known for his calm demeanor, diligence, effective communication skills and quality of work.

In addition to his expertise in pursuits and emergency response he has expertise in law enforcement investigations as a Police Officer, a Major Crimes Unit Detective in a mid-size Police Department in the San Francisco Bay Area and a State Abuse Investigator. As a Police Officer and Detective he worked a variety of cases including child abuse and sexual abuse, robberies, felony assaults, rapes, gang related assaults, homicides and unattended deaths including accidental deaths. Kelly has attended countless autopsies and was the lead Detective assigned to death investigations for most of his time in the Investigations Unit. After his retirement from police work Kelly spent almost three years as an Abuse and Neglect Investigator for a state-wide agency where he was tasked with complex investigations of allegations of abuse and neglect of vulnerable clients residing in state run mental health facilities. This required the interviews of clients, alleged perpetrators and witnesses and the review of video and complex documents including client treatment plans and diagnoses. Kelly can also assist in the area of law enforcement training issues, drawing from his almost six years as a full-time Tactical Instructor and Emergency Driving Instructor at a state-wide police training facility.
