Kelly Couch is a law enforcement expert witness specializing in police pursuits, emergency vehicle operations, emergency response incidents, patrol tactics, traffic stop tactics, police practices, and investigative matters. He brings more than 30 years of experience as a patrol officer, Major Crimes Unit detective, investigator, and law enforcement trainer to complex civil and criminal matters. Kelly has been retained by prominent law firms in cases involving police pursuits, emergency driving incidents, law enforcement collisions, PIT maneuvers, patrol and traffic stop tactics, and intentional uses of force with patrol vehicles. A recent pursuit case Kelly provided opinions for resulted in a multi-million dollar verdict for the plaintiff.
Kelly provides clear, well-supported expert witness analysis and testimony. His reports and deposition testimony help attorneys evaluate case strengths, clarify technical issues, and prepare matters for resolution or trial. As the former full-time lead Emergency Vehicle Operations Instructor and a patrol and traffic stop tactics instructor for the State of Oregon, Kelly helped develop and deliver training in emergency vehicle operations, pursuit decision-making, patrol tactics, and traffic stop tactics to thousands of police recruits and experienced officers. His pursuit instruction included video review and evaluation of vehicle pursuits and emergency responses, analysis of case law related to emergency driving, and practical pursuit-management scenarios. His instructional expertise is grounded in firsthand experience as a patrol officer. He continues to teach as a part-time instructor, maintaining a practical, current understanding of law enforcement training standards. Kelly has authored articles on emergency driving issues published in PORAC Law Enforcement News, American Police Beat, Police1, and Officer.com. He also stays current on emergency driving topics and training through professional affiliations, including membership in ALERT International.
Before becoming a law enforcement trainer, Kelly served in the San Francisco Bay Area as a police officer and Major Crimes Unit detective, managing investigations involving child abuse, sexual abuse, robberies, assaults, homicides, unattended deaths, and numerous other serious crimes. He also served as a Field Training Officer, helping train and evaluate both new officers and experienced lateral transfers. Today, he applies that extensive background to assist attorneys with matters involving pursuits, emergency driving, Tactical Vehicle Interventions, including PIT maneuvers, traffic stop tactics, inadequate investigations, improper arrests, patrol procedures, law enforcement training practices, and uses of force involving patrol vehicles.
