Introduction

Dr. John Donnelly is a doctoral-level forensic psychologist licensed in CT, FL, NJ, TX & VT. Qualified as an expert witness, he provides objective, scientifically rigorous forensic examinations and expert testimony. He specializes in high-stakes criminal and civil forensic cases, integrating advanced expertise in complex truama, substance use disorders and severe mental health conditions.

Dr. Donnelly holds a Diplomate in School Neuropsychology, is a credentialed Master Addiction Counselor (MAC), and completed Phases 1 & 2 training with the Child Trauma Academy. This specialized background uniquely positions him to evaluate complex matters at the intersection of trauma, addiction, psychopathology, and legal mitigation.

Prior to his three-plus decades in psychological practice, Dr. Donnelly served in the U.S. Navy (1977-1981, Honorable Discharge, E-5), spent nine years as a child abuse investigator within Vermont's inaugural Specialized Investigative Unit, and served as a therapuetic foster parent for youth having experienced adverse childhood experiences. Having conducted over 1,000 forensic interviews and frequently testified in court in that role, he possesses deep, hands-on experience in analyzing investigative interview methodology and evaluating opposing expert opinions.

Dr. Donnelly's expert opinions have been affirmed by the Vermont Supreme Court. He is available for defense, prosecution and court-appointed retainers across a broad range of civil and criminal matters, including competency, criminal responsibility, risk & threat assessments (sexual misconduct, violence, etc.), fitness for duty, sentencing mitigation, and trial consultation/rebuttal.
