Dr. Jessica L. Roos is a licensed forensic psychologist with multi-state licensure, including California, Vermont, Texas, and Florida (telehealth). She is the founder of Roos Forensic Consulting, Inc., where she provides comprehensive forensic psychological evaluations and expert testimony in civil and criminal cases. Her expertise includes personal injury and emotional distress evaluations, competency to stand trial, psychosexual assessments, violence risk assessments, mitigation reports, Franklin evaluations, testamentary capacity, and insanity defense. Prior to establishing her own practice, Dr. Roos served as a forensic psychologist with Vorwerk Forensic Psychology, Inc., where she conducted a wide range of forensic evaluations, testified in court, and developed extensive experience working with individuals in both custody and community settings. Across her career, she has developed a reputation for delivering clear, evidence-based forensic opinions supported by psychological testing, record review, and integration of medical, legal, and scientific literature.
Dr. Roos previously served as a licensed clinical psychologist at the California Department of Corrections and Rehabilitation, Richard J. Donovan Correctional Facility, from 2019 to 2024. In this role, she provided therapy, crisis interventions, suicide risk assessments, and treatment planning for inmates in the Administrative Segregation Unit, while also leading clinical teams and supporting classification committees on inmate mental health status. She initially joined CDCR as a pre-doctoral intern at the California Institution for Men, where she gained extensive experience with high-acuity forensic populations.
Her earlier training included practicum positions at Riverside Behavioral Healthcare Center, where she treated adults with severe mental illness, and Outreach Concern Inc., where she provided counseling to school-aged children. She also completed undergraduate internships with the 15th Circuit Solicitor’s Office and Coastal Recovery Center in South Carolina, further grounding her expertise at the intersection of psychology and the legal system.
Dr. Roos earned her Doctor of Psychology (Psy.D.) in Clinical Forensic Psychology from The Chicago School of Professional Psychology in Irvine, California, in 2019, completing her dissertation on “Suicide by Cop and Mental Health.” She received her Bachelor of Arts in Psychology, with a minor in Sociology, from Coastal Carolina University.
She has delivered multiple trainings for attorneys, public defenders, and mental health professionals on forensic psychology topics, including mitigation, competency, and emotional distress evaluations. She maintains active professional memberships with the American Psychological Association, the American Psychology–Law Society (Division 41), and the Forensic Mental Health Association of California.
