Introduction

Jeffrey Kropf, Ph.D. is a licensed clinical psychologist specializing in forensic and diagnostic mental health evaluations. As a consulting psychologist since 1991, Dr. Kropf has evaluated more than 1000 youths and young adults in community care and court-ordered placements. As a staff psychologist for the Department of State Hospitals (DSH) and the Department of Juvenile Justice from 1991 through 1999, he evaluated approximately 500 patients and offenders and provided expert testimony in hearings including W&IC 1800 hearings throughout the State. He joined the California Department of Corrections and Rehabilitation (CDCR) Mentally Disordered Offender (MDO) Unit at the time of its inception in 1999 and served as Senior Psychologist, Supervisor from 2001 through 2017. During this time, he conducted approximately 3000 forensic mental health evaluations including evaluations pursuant to PC 2962, PC 2972, and W&IC 7301 and provided expert testimony in support of his opinions in trials and hearings throughout the State. He participated in developing the program responsible for evaluating life term inmates and conducted dozens of evaluations of life term inmates. He provided expert training and supervision to licensed psychologists from agencies including CDCR, DSH, Parole Outpatient Clinic, and the Board of Parole Hearings. Since 2018, he has served as a consulting psychologist to the CDCR MDO Unit and conducts MDO evaluations and provides expert testimony, training, and consultation.

Dr. Kropf earned a Bachelor of Arts Degree in Psychology with magna cum laude honors from UCLA in 1984. He completed an APA-accredited psychology internship at the Loma Linda Veterans Administration Medical Center in 1990. He earned a Ph.D. in Clinical Psychology from the APA-accredited California School of Professional Psychology in 1991 and obtained Board of Psychology licensure that same year. He developed and provides forensic mental health training that is APA approved for Continuing Education Units. He is actively involved in the development and publication of MDO-related policies, procedures, and articles. He collaborates with administrators, attorneys, legislators, and fellow clinicians in the process of refining the provisions and application of the MDO statute.
