Introduction

Dale Klatzker, PhD, MSW, provides expert witness and litigation consulting services concerning the administration, operations, and oversight of mental health and substance use disorder organizations. With more than 40 years of behavioral health and nonprofit leadership experience, he brings the perspective of an executive who has held responsibility for treatment programs, organizational performance, and the management systems that support safe, effective care.

As CEO of Gaudenzia, Dr. Klatzker led an organization with more than 1,200 substance use disorder treatment beds, including residential treatment and supportive housing. He also served as President and CEO of The Providence Center, which during his tenure offered more than 40 programs and served over 13,000 individuals annually. His executive background includes CEO positions at Riverbend Community Mental Health in New Hampshire and Eastern Middlesex Human Services in Massachusetts, as well as senior leadership at Care New England.

This breadth of experience informs his assessment of how organizations translate their responsibilities into daily practice—from board and executive oversight to facility management, staff supervision, and resident safety. He understands the practical demands of serving people with complex needs and the importance of clear expectations, adequate resources, effective communication, and follow-through.

Dr. Klatzker helps attorneys examine whether policies were implemented, whether staff received appropriate direction and support, how concerns reached management, and how leaders responded to incidents and identified risks. His work considers both individual events and the organizational systems surrounding them.

Areas of consultation include staffing and supervision; resident monitoring and welfare checks; policies and procedures; documentation and communication; incident reporting and response; quality assurance; organizational governance; and management accountability. Relevant settings include residential treatment, supportive housing, group homes, and community-based programs. His consulting also encompasses services for individuals with intellectual and developmental disabilities.

A former Chair of the National Council for Mental Wellbeing, Dr. Klatzker combines national behavioral health leadership with direct operational experience. He holds a PhD from Brandeis University’s Heller School and an MSW from Boston University, and previously served as Clinical Assistant Professor of Psychiatry and Human Behavior at Brown University’s Alpert Medical School.

He assists plaintiff and defense counsel with record review, case consultation, evaluation of administrative and operational standards of care, expert reports, and testimony. His focus is a clear, independent assessment of what an organization’s leadership and operating systems were expected to do—and how those responsibilities were carried out.
