Introduction

I am a retired Los Angeles Police Department Lieutenant with more than forty years of combined law enforcement and security experience. I am the former Owner and Chief Executive Officer of a major Southern California security company and am a licensed California Private Investigator.

I provide expert witness and consulting services in the areas of law enforcement, security, and premises liability. My areas of expertise include law enforcement best practices; police use of force and deadly force; officer-involved shootings; pursuit policy; tactical operations; active shooter response; incident command, scene management, and crowd control; security operations and premises liability; criminal investigation analysis; wrongful convictions; undercover operations; and Police K-9 operations.

Before accepting any matter, I conduct an initial case review and consultation at no cost. My broad professional background enables me to assist counsel in a wide variety of civil and criminal matters. I am available for assignments throughout the United States and internationally when a case requires travel.

My experience includes twelve years as the Officer-in-Charge of some of the Los Angeles Police Department's most critical investigative units, including the Special Investigation Section, Homicide Special, Robbery-Homicide Division, and the FBI Violent Crime Task Force–Los Angeles. Throughout my career, I supervised and investigated complex matters involving homicide, wrongful death, officer-involved shootings, criminal conspiracies, assault, robbery, kidnapping for ransom, extortion, murder-for-hire, and other major violent crimes.

In addition to my personal expert witness practice, I serve as the Group Coordinator for Titan National Consulting Group. Through Titan and its affiliated nationwide network of highly qualified experts, I can assist attorneys and clients in identifying and retaining experts across a broad range of disciplines throughout the United States. This enables me to provide not only my own expertise but also access to multidisciplinary expert resources when cases require additional specialized knowledge.
