As Principal of Fulmer Associates LLC, Robert Fulmer utilizes his 38 years of professional practice and consulting experience within the building enclosure construction industry, to provide building exterior design, assessment and project management services for institutional, academic and residential structures, through the application of contemporary building science and current industry standards.
Robert's expert witness experience includes testimony at both jury and bench trials, depositions, arbitration and mediation, while representing both plaintiffs and defendants. The range of litigation topics includes all building enclosure systems, construction defects, water infiltration, moisture intrusion claims, installation failures and standards, material failures and testing, construction documents and building codes, forensic inspections and system failure analysis. He has extensive expertise with claims involving slate, copper, tile and wood roof systems as well as all types of masonry wall and window systems, plaza decks and below-grade waterproofing.
He is a published author and has lectured throughout the U.S. on various exterior building science topics. Robert is a professional affiliate member of the Boston Society of Architects, past president of the New England Chapter of RCI and currently serves on the Board of Directors of the National Slate Association and its Industry Standards Committee.
