Introduction

Dr. Steinberg has worked as a geriatrician, family physician and hospice physician in San Diego County since 1992. He is a Past President and current President-Elect of the California Association of Long Term Care Medicine (CALTCM), which is the state chapter of AMDA--The Society for Post-Acute and Long-Term Care Medicine (formerly the American Medical Directors Association). He also is editor-in-chief of AMDA's periodical, Caring for the Ages, which has a national monthly print circulation of over 28,000. He attends patients at several local skilled nursing facilites and multiple assisted living facilities. He serves as Chief Medical Officer for Mariner Health Central, a nursing facility management company with 20 facilities in California. Dr. Steinberg is also Medical Director at Life Care Center of Vista, a 134-bed SNF in Vista, CA, and Carlsbad by the Sea, a continuing care retirement community (CCRC) with an on-site SNF and assisted living. He has been Medical Director for Hospice By the Sea in Solana Beach since 1995, and has a Certificate of Added Qualification in Hospice and Palliative Care in addition to his Board Certification in Family Medicine. He is a Certified Medical Director (CMD) for nursing homes under the auspices of the American Board of Post-Acute and Long-Term Care Medicine (ABPLM) and a Certified Hospice Medical Director (HMDC) under AAHPM's HMDCP. He has served on AMDA's Board of Directors as the representative from the State Presidents' Council and currently chairs AMDA's Public Policy Committee, serves on the AAHPM's Public Policy Committee, and is also immediate past chair of the Coalition for Compassionate Care of California.

Dr. Steinberg was Chief Medical Officer of Shea Family Health, a small (8-facility) nursing home chain in San Diego County, until the company liquidated its holdings at the end of 2014. He has also worked at Scripps Coastal Medical Center, where he was the founder and director of their Skilled Nursing Facility Team and Chair of the Utilization Management Committee, since 1992. He is on the volunteer clinical faculty for both UCSD and Camp Pendleton Naval Hospital's Family Medicine Residency Programs, and is very active in other educational pursuits including California State University's Institute for Palliative Care, where he is affiliate faculty, and Case Western Reserve University's graduate school of biomedical engineering, where he is adjunct faculty. As a clinical preceptor in geriatrics, hospice/palliative medicine and long-term care, Dr. Steinberg has taught rotating family practice residents and other professional learners about nursing home and residential care. He has served as an expert consultant and witness to over 300 law firms, insurance carriers and quality assurance organizations in 20+ states, in over 600 cases since 1994 and has testified at trial 15 times, at deposition about 200 times, and at well over 1000 hearings before ALJs at Social Security's Office of Hearings and Appeals as an expert witness in Medicare and Disability matters.
