Introduction

Dr. Shane is a retired police captain from Newark, NJ. He holds a BS, MA, and PhD in criminal justice from Rutgers University. He is currently a tenured faculty member at John Jay College of Criminal Justice in NYC. As a faculty member, Dr. Shane frequently presents his research and position at criminal justice conferences and invited lectures. He is also published in leading peer-reviewed journals including Police Quarterly, Policing: An International Journal of Police Strategies and Management, Police Practice and Research, Crime Science, Journal of Criminal Justice, Justice Quarterly and Springer Briefs in Policing. In 2008, Dr. Shane was the winner of the Police Writers book competition with his book What Every Chief Executive Should Know: Using Data to Improve Police Performance.

Dr. Shane's expertise includes police policy and practice, management and supervision, organizational structure, police stress, use of force, criminal investigations, internal affairs, CEPA, crime control strategies and statistics (statistical analysis, SPSS software, analyzing data for patterns and trends for Monell cases). Dr. Shane has been providing litigation support and expert opinions since 2011 on a wide variety of cases and he is available to travel across the United States and internationally. His opinions are typically linked to published industry standards and supported by empirical research and court cases so the litigation is exceptionally tight. In certain cases, Dr. Shane uses statistics to reveal trends and patterns that strongly support the instant case (e.g., Monell claims). Dr. Shane also applies criminological theory to explain how crime occurs based upon opportunity and the motivating factors for offenders. Using theory in this manner can mitigate criminal charges or post-conviction sentences for the defendant; it can also be used to augment a criminal prosecution or Grand Jury proceeding.
