Dr. Luing is a triple Board-Certified Forensic Psychiatrist. She is one of few Board-Certified Forensic Psychiatrists also board certified in Addiction Medicine. She assesses all psychiatric issues that arise in civil, criminal and military venues. She has many years of clinical leadership experience including serving as a medical director for inpatient psychiatric units, Community Mental Health Centers (CMHC) and for profit substance abuse treatment centers. She has additional expertise in Neuromodulation and Treatment Resistant Depression (TRD)including Transcranial Magnetic Stimulation and Esketamine. She is experienced in working with and supervising mid-level providers such as nurse practitioners and physician assistants.
Dr. Luing's practice is divided between forensic/expert witness work for plaintiff and defense, and clinical psychiatry. She is both a consultant to attorneys and serves as a disclosed Expert Witness. She conducts psychiatric medical assessments, IMEs including thorough review of medical and legal records to form well-reasoned findings and opinions. Dr. Luing is available for testimony.
In clinical practice, Dr. Luing treats patients at Flagler Hospital's Mental Health Unit where she serves as Medical Director. She also treats patient in outpatient clinics at Florida Center for TMS and First Coast Integrative Psychiatry. She was formerly the Chief Medical Officer (CMO) at a 2 county CMHC as well as duel diagnosis substance abuse treatment facility with a full continuum of care. She is well versed in the standard of care in multiple treatment settings. She is a national speaker in the areas of Schizophrenia, Depression, and Substance abuse.
Dr. Luing has conducted competency assessments: probate, testamentary capacity, competency to stand trial and NGRI cases. She has worked with malpractice and wrongful death cases and well as Engle cases in Florida involving Tobacco. She routinely evaluates professionals suspected on impairment from substances or suffering from mental health issues.
Before turning to the private sector, Dr. Luing treated mentally ill women in the correctional system She evaluated competency to stand trial, and claims of Not Guilty by Reason of Insanity (NGRI.) In private practice and corrections, she is experienced in treating addiction to alcohol, prescription and over the counter drugs, and opioids.She is skilled with Medication Assisted Treatment and has served on regional opioid boards to address the opioid epidemic.
