Introduction

Spencer Engineers, Inc. provides Forensic Engineering Expert Witness Services to the public at large plus Mechanical and Electrical engineering design services to architects for construction projects.

These services include HVAC, Plumbing, Lighting, Power Distribution, Emergency Power Generation, Construction Contract Administration, Construction Cost Estimating, Life Cycle Cost Analysis, and Energy Consumption Analysis.

Gerald Spencer is also the Engineer of Record for space simulation, cryo pumping, helium Refrigeration, ultra high vacuum systems, Liquid Nitrogen circulation systems, Liquid Oxygen systems, and other cryogenics system projects at NASA-JSC.

Gerald Spencer is also the Engineer of Record low temperature refrigeration systems for refrigerated food storage projects.

Gerald Spencer is the Prime Professional Design Contractor and the AE of record (or the EOR) for both commercial and federal government projects located in Texas, Louisiana, Florida, New Mexico, Alaska, Arizona, Illinois, Missouri, Mississippi, Colorado, Kansas, Tennessee, California, New York, Middle East, Pacific Islands (CNMI), Chile, India, Denmark, Barbados, and Nassau, Bahamas.

My projects have been located in Arctic, Desert, Coastal, Earthquake, High Altitude, Monsoon, High Humidity Climates, and Hurricane Prone areas around the world.

Gerald Spencer has had professional licenses of at least one discipline in 26 of the 50 United States of America and one foreign territory.

Gerald Spencer has extensive construction contract administration experience plus general contractor experience when clients have requested that Gerald Spencer also be the general contractor on two EXXON projects in order to expedite the construction of their projects that were in the seven figure construction cost range.

A: A one time non-refundable Expert Designation Fee of $1,500.00 shall be paid in advance prior to formal designation and/or engagement of each designated expert witness in each specific legal action.
Hourly charges for expert witness services are charged portal to portal from our residence or from our office and/or residence. This includes any and all hours that we are out of the office and/or not available to perform duties for our other clients, and/or not available for our off-duty-hour personal pursuits. Exceptions to this rule are that we will not charge you for the time that we spend sleeping, eating, and/or similar activities when we are on an out-of-town assignment that is required for your matter. All other portal-to-portal time will be chargeable to you. All Travel Expenses shall be reimbursable at our actual costs plus 15% for handling. We will accept travel and lodging arranged for and provided by your firm if it is subject to prior approval by the SEI employee affected. Travel expenses shall be at the rate for first class air travel, with food and hotel choice selected by the SEI employee traveling.
You will be charged for one hour of expert witness time when you schedule a date for the providing of expert witness services and/or each time that you change the date that you desire expert witness services. You will be charged for all of the time that you schedule if that time is not used, except that scheduled time that is rescheduled to another time at least 10 days before the scheduled date will not be charged to you. If the time scheduled for testimony extends beyond that scheduled, then the additional time shall be billed at the applicable billing rate if the expert does not have a prior commitment.
Payment for our services shall be payable in advance at the above rates for expert witness services and other desired services in sufficient amounts to cover more than the estimates of the foreseeable expenses for the required services. SEI shall return the balance of un-billed funds to our client 180 days after final adjudication of the matter where we provided expert services.
Advance payment assures that our opinions are not influenced by whether or not we are compensated for our services.
Payment to SEI is independent of and entirely not subject to the results of our efforts and/or the outcome of the legal remedy that you are pursuing.
We do not guarantee any expert witness availability without advance prior approval of the date for service.
