Introduction

I ave more than 24 years of engineering experience in transportation and traffic engineering with emphasis in traffic operations and work zone safety. I have a Master Degree in Civil Engineering with emphasis in Traffic and Transportation Engineering. I have a current advanced work zone (Maintenance of Traffic) certification and attended many training classes related to ADA (Americans with Disabilities Act) and Traffic Safety . Supervised, managed and coordinated roadway construction and work zones safety. Planned, coordinated, reviewed the work of subordinate engineers in a wide variety of traffic engineering, construction and work zone activities. Developed and implemented policies activities and procedures to support work zone safety and monitoring the work of consultants and contractors engaged in the design and construction of complex roadway and building projects.

Assisted construction managers with difficult solutions to complex work zones. Performed field review to determine roadway project compliance with MUTCD, DOT, OSHA, Florida Greenbook, Work Zone Safety and AASTHO standards. Made final review, recommendation and approval for maintenance of traffic cases. Defended and successfully represented Traffic Engineering Division (Dade County) in a lawsuit related to fatality and personal injuries along a work zone and construction site. Defended and successfully represented Traffic Engineering Division (Dade County) in an audit case related to Maintenance of Traffic and Work Zone Safety for road resurfacing permit issued in Dade County, Fl. Frequently rendering opinion to lawyers in order to defend successfully roadway accidents and Traffic Safety cases. Panel Member at Florida International University to review traffic workshop and highway design projects for Engineering Students.
