I am a retired member of the New York City Police Department (NYPD), having served for more than (31) thirty-one years. During my tenure, I held the ranks of Police Officer, Sergeant, Lieutenant, Captain, Deputy Inspector, and Inspector, and served in numerous capacities, including patrol officer, patrol sergeant, anti-crime sergeant, Lieutenant tour commander, Executive Captain of the 46th Precinct, Bronx; Commanding Officer, Manhattan North Public Morals Division; Commanding Officer of the 79th Precinct in Bedford-Stuyvesant, Brooklyn; Commanding Officer, Staff Services Section of the Personnel Bureau; Commanding Officer, 24th Precinct., Upper Manhattan; Executive Officer, Bronx Narcotics Division; Commanding Officer, License Division; Executive Officer, Narcotics Division; Executive Officer, Manhattan North Narcotics Initiative; and Executive Officer, Brooklyn South Detective Division.
During my tenure, I conducted or supervised thousands of investigations and arrests. I supervised units that included undercover officers and investigators, and I supervised undercover and overt investigations, applications for warrants, and the execution of search and arrest warrants. As Executive Officer for the Narcotics Division, in addition to other duties, I was responsible for the supervision of undercover training, and oversaw activities at the High-Intensity-Drug-Trafficking-Area (HIDTA) training center, which is a federally funded program designed to standardize drug enforcement procedures and share information among the various law enforcement jurisdictions in a geographical area. During my tenure, I conducted or supervised numerous investigations of vehicle accidents, police emergency vehicles accidents, and police vehicle pursuits. In addition to direct involvement in the response to and investigation of police accidents, I was a member of various Accident Review Boards. Those boards review the facts of police vehicle accidents and vehicle pursuits and make determinations whether the operators of the police vehicles involved acted within department guidelines. For almost twenty years, from December 1979 to October 1998, I served as a Captain, Deputy Inspector, or Inspector. In those ranks, in addition my designated assignments, I performed the “Duty,” which entailed covering a borough and responding to and investigating unusual or serious incidents that occurred therein, including hostage situations, barricaded suspect situations, emotionally disturbed persons, and any police-related shootings. In those twenty years, I responded to hundreds of such situations.
In addition to direct involvement in the response to and investigation of police shootings, I was a member of various Firearms Discharge Review Boards, at both the Borough and Chief of Department levels. Those boards reviewed the facts of police shootings and made determinations whether the shootings were or were not within department guidelines.
Since my retirement from NYPD, I have taught police science and criminal law courses at John Jay College of Criminal Justice and St. John’s University, including courses in police administration, criminal investigations, and criminal procedure law. I have been retained as a consultant by both plaintiffs and defense in a number of police liability cases, and have testified as a police procedures expert in both State and Federal courts.
