Roy Bedard specializes in National and International police standards regarding law enforcement training curriculum, policy development and actual application of police and public safety use of force. Bedard evaluates incidents to determine grounds for excessive force claims and reviews criteria for establishing the legal use of deadly force.
Working with partner Dr. David Bellamy, M.D. (orthopedic), Bedard and Bellamy review incidents involving the application of force to determine legal and medical implications.Previous consultation has centered on legal continuum of force, appropriate application of approved techniques, use of handheld weapons, deadly force issues, risk of injury, arrest procedures,lawful authority (limitations) and the psychology of combat. This unique partnering provides clients with an opportunity to conduct a full medical review for excessive and deadly force claims involving physical injury.
* Mr. Bedard has experience in both criminal and civil proceedings. He is an active reserve police officer in Florida, an adjunct professor at the Pat Thomas Law Enforcment Academy and owner of RRB Systems International a police use-of-force product and training corporation.
* Dr. Bellamy is a reserve police officer in Florida and a full time Orthopedic surgeon at Tallahassee Orthopedic Clinic.
