Lt. Richard Lichten (Ret.) has thirty years of expertise in police and jail procedures and tactics. He specializes in patrol tactics and jail emergencies (large jail riots, removing hostile and barricaded inmates, escapes, etc.). He has commanded responses to over 100 large jail riots involving up to 2000 inmates and led many forced cell removals. Lt. Lichten has lectured in other states on the handling of jail riots. He has conducted investigations in over 1,800 use of force cases, and conducted over 1,000 personnel/citizen/inmate complaint investigations in both patrol and jails. He has consulted on officer involved shooting cases, use of force cases, and other patrol and jail procedure civil litigation cases for both defense and plaintiff counsel. Lt. Lichten has lectured twice to the Riverside County Public Defender's Office investigators on police use of force, as well as to the California Association of Defense Investigators at their annual meeting also about police use of force issues.
