Philip J. O'Keefe is President of Engineering Expert.net, LLC. He's a licensed Professional Engineer (PE) and certified Model Law Engineer (MLE). He has more than 25 years' experience in the fields of development, design, testing, and operation of a variety of things, including: medical devices, electronic devices, electric power tools, gasoline engine powered tools, hand tools, electrical appliances, manufacturing equipment, material handling systems, electric utility power plant equipment, industrial control systems, safety interlocks, and railway equipment.

Mr. O'Keefe is a recognized expert in the electric utility industry and a patent recipient within the medical device industry. He also acts as consultant to and certified training instructor within private industry, where he currently teaches seminars on a variety of technical subjects, including coal power plant technology and electrical arc flash hazards.

He provides forensic engineering services, engineering expert witness services, litigation support services, and insurance and private industry consulting in the fields of patent infringement, trade secret misappropriation, product liability, personal injury, property damage, regulatory compliance, and professional malpractice. He advises both industry and private inventors on the design, manufacture and patent feasibility of products. He's also President of North Star Ideations, LLC, which designs electronic devices for the medical and sports industries.

In addition, Mr. O'Keefe has more than seven years' experience in developing and administering quality management systems in compliance with US Environmental Protection Agency (EPA), California Air Resources Board (CARB), and Food and Drug Administration (FDA) regulations.

His patent litigation experience includes performing infringement analyses, constructing claim charts, and writing Rule 26 reports to render opinions on literal infringement and infringement under Doctrine of Equivalents. He has worked with the Manual of Patent Examining Procedure, so he understands the idiosyncrasies of claim drafting and esoteric concepts such as anticipation, non obviousness, and enablement.

What makes Phil O'Keefe different from most engineers is that he's also a visual artist, capable of producing illustrations, CAD drawings, museum quality scale models, and many things in between, all with an aim towards making it easier for the nontechnical to understand complicated subject matter. And when the situation calls for it, he works closely with a specially trained 3D artist to create meticulously accurate animations of subject matter that require moving, live-action portrayal to make clear their functionality. This is particularly useful in patent disputes, where the patents in suit and prior art are often hard to decipher.

Mr. O'Keefe has worked on a wide variety of cases for both plaintiffs and defendants throughout the country. Accomplishments aside, he is easily approachable and understood. Technical venues are not particularly accessible, especially to the layperson, and it is here that his abilities to communicate are truly appreciated.

Fossil Power Plant Fundamentals - A 2-day seminar that provides an overview of a utility power plant, from the coal pile to the electrical switch yard, illustrating the functions and operations of equipment used to generate electricity.

Arc Flash Program Fundamentals - A 90-minute web conference on the hazards created due to the rapid release of energy during an electrical fault that creates an arc between phases, neutral, or ground. The conference also covers setting up an Arc Flash Program to mitigate risk to electrical workers and comply with OSHA regulations, National Fire Protection Association (NFPA) standards, and Institute for Electrical and Electronics Engineers (IEEE) standards.

Turbine Heat Rate Testing - A course created to train utility power plant engineers and technicians in setting up and performing steam turbine efficiency tests in accordance with ASME Power Test Codes and turbine manufacturer guidelines. Course content included practical thermodynamics, heat transfer, and fluid mechanics as applied to power plant efficiency testing.

Transformers - Course content included theory, design, and operation of single phase and three phase high voltage utility transformers.

Problem Solving, Decision Making and Planning -
Course content included methods to identify true causes of problems and develop decision-making strategies to correct the problems.

First Line Supervisor Training - Course content included lessons in utility power plant operating procedures, maintenance procedures, and safety procedures. Course content also included lessons in management and supervisory skills.

"Curious and Unusual Deaths" - Appeared on the Discovery Channel television program as an engineering expert to explain how individuals were killed by an unplugged microwave oven, an improperly wired air conditioner, and a ruptured steam heating pipe.

"Understanding: Tunnels" - Appeared on the television program as a subject matter expert with regard to the design and operation of Chicago's abandoned narrow gauge freight subway system.

"Antique Phonograph Music Program" - Guest hosted an hour-long radio show on WFMU-FM, a radio station broadcasting at 91.1 Mhz FM in Jersey City, NJ.
