As a licensed Professional Engineer, inventor, scientist, teacher, manager, machinist, artist, scale model builder, and published author, Philip J. O'Keefe's professional accomplishments cover the gamut from a recognized expert within the electric utility industry to patent recipient within the medical device industry.
With more than 28 years of engineering experience, Mr. O'Keefe provides forensic engineering, engineering expert witness services, and litigation support services in patent infringement, trade secret misappropriation, product liability, personal injury, property damage, regulatory compliance, and professional malpractice cases. He has specific experience in the development, design, testing, and operation of medical devices, electronic devices, electric power tools, gasoline engine powered tools, hand tools, electrical appliances, manufacturing equipment, material handling systems, electric utility power plant equipment, industrial control systems, safety interlocks, and railway equipment.
In addition, Mr. O'Keefe has over seven years of experience in developing and administering quality management systems in compliance with US Environmental Protection Agency (EPA), California Air Resources Board (CARB), and Food and Drug Administration (FDA) regulations.
Mr. O'Keefe has worked on a wide variety of cases for both plaintiffs and defendants all over the country. His patent litigation experience includes performing infringement analysis, constructing claim charts, and writing Rule 26 reports to render opinions on literal infringement and infringement under doctrine of equivalents. He is very familiar with the Manual of Patent Examining Procedure, so he understands the idiosyncrasies of claim drafting and esoteric concepts like anticipation, non-obviousness, enablement, and recapture. As a member of the American Bar Association, he is active in the Intellectual Property Section and sits on several IP committees. He is also an active member of the Intellectual Property Owners Association.
Accomplishments aside, Mr. O'Keefe is approachable and easily understood. Technical venues are not particularly accessible, especially to the layperson, and it is here that his abilities to communicate in a succinct fashion are truly appreciated. In addition to his engineering expertise, Mr. O'Keefe is a certified training instructor in private industry. He currently teaches seminars on a variety of technical subjects.

Fossil Power Plant Fundamentals - A 2-day seminar that provides an overview of a utility power plant, from the coal pile to the electrical switch yard, illustrating the functions and operations of equipment used to generate electricity.
Arc Flash Program Fundamentals - A 90-minute web conference on the hazards created due to the rapid release of energy during an electrical fault that creates an arc between phases, neutral, or ground. The conference also covers setting up an Arc Flash Program to mitigate risk to electrical workers and comply with OSHA regulations, National Fire Protection Association (NFPA) standards, and Institute for Electrical and Electronics Engineers (IEEE) standards.
Turbine Heat Rate Testing - A course created to train utility power plant engineers and technicians in setting up and performing steam turbine efficiency tests in accordance with ASME Power Test Codes and turbine manufacturer guidelines. Course content included practical thermodynamics, heat transfer, and fluid mechanics as applied to power plant efficiency testing.
Transformers - Course content included theory, design, and operation of single phase and three phase high voltage utility transformers.
Problem Solving, Decision Making and Planning -
Course content included methods to identify true causes of problems and develop decision-making strategies to correct the problems.
First Line Supervisor Training - Course content included lessons in utility power plant operating procedures, maintenance procedures, and safety procedures. Course content also included lessons in management and supervisory skills.
