Area of Interest: Mr. Taylor offers expert witness services, across the country, primarily related to wood utility poles. His experience, over more than 50 years, is domestically with the former Bell Telephone Laboratories and the Rural Electrification Administration. He has also worked on every continent, except Antarctica, in 36 countries, on assignments from USAID, The World Bank and other similar international organizations. He drafted the 1974 edition of the REA bulletin ‘Pole Inspection and Maintenance’, a 50 page document, which is still recognized internationally, as the authority on the subject.

About a million wood poles manufactured to his revision of the U.S. wood pole specification, have performed for more than 20 years in Bangladesh, which has a hot and humid climate, for 50 weeks out of the year, without a single pole reported with any decay. Hundreds of these poles have been inspected in service. Several U.S. utilities have adopted key provisions from the Bangladesh pole specifications.

With his experience on poles and the provisions for poles of the National Electrical Safety Code, Taylor can detect and evaluate wood utility poles and other wood failures and offer concise, technically accurate and unbiased testimony.
