Frank W Meissner, MD, FACP, FACC, FCCP, CPHIMS is Board Certified in Internal Medicine, Critical Care Medicine, Cardiovascular Diseases, Nuclear Cardiology, and Adult Echocardiography.

I am an accomplished practicing clinical cardiologist with expertise in Invasive Cardiology; Transthoracic, Transesophageal and Stress Echocardiography; Noninvasive and Invasive Diagnostic Vascular Medicine; Nuclear Cardiology and Cardiac MRI Imaging; Multidetector CT Cardiovascular Imaging, Bradycardia/Tachycardia & Resynchronization Device Therapies with experience in both device implantation and device follow-up.

In addition, to this wide ranging expertise in cardiovascular disease, I am an experienced critical care medicine practitioner and my clinical practice encompasses general as well as cardiology specific critical care medicine.

Finally, I am unique as a cardiologist in that I also maintain an active practice of Emergency Medicine, having spent a total of more than 21,500 hours practicing Emergency Medicine in a wide range of settings, including 6 months combat experience as the Director Of Emergency Medicine for a USAF Combat Support Hospital supporting UN Protection Forces in the Balkans. I am a medical director for a rural EMS system in Rural Texas.

I have an undergraduate degree in mathematics, have completed graduate degree training in Medical Informatics, had three years experience in leading a USAF medical software development group and have obtained and recertified my expertise in the field of Health Information Management Systems. As a consequence of these activities and this training I am comfortable with abstract engineering and mathematical analysis and consequently have a deep understanding of systems and software engineering as these disciplines relate to medical treatment and medical error analysis. Furthermore, as a direct consequence of these relatively unique experiences I have excellent background training related to the analysis of causality.

I have 10 years experience in medical legal case review and am an experienced, and articulate expert witness. My practice of Forsenic Medicine is focused upon developing a cost effective, unbiased, and scientifically based case analysis that is designed to aid the court and jury in their case deliberations.

Since 1997, I have reviewed 300 cases for TMLT in the capacity of an expert peer reviewer in the areas of Emergency Medicine, Critical Care Medicine, and Cardiovascular Diseases. The purpose of the review is to give an unbiased and formal assessment of clinical cases that TMLT was defending against allegations of medical malpractice.

Since 2001, I have reviewed 22 cases as an expert reviewer in Cardiovascular Diseases for varied law firms, 60% from the plaintiff perspective.

My philosophy as a clinical subject matter expert is that my actual clients, regardless if I am retained by plaintiff or defense is the ‘trier of fact’ and the ‘trier of law’. I subscribe to the ethical doctrine that impartial and objective analysis together with good facts and good analysis make for good law.
