Dr. Eric M. Dowling, Ph.D., EE is an expert in areas related to computers and communications. He authored over 75 technical publications and holds fifteen issued US patents and over twenty pending US patents. In addition to his technical expertise, as a Registered Patent Agent, he specializes in patent analysis and has authored well over 300 claim charts documenting infringement, non-infringement, validity, and invalidity analysis of patents. He regularly works as an expert for a collection of fortune 500 clients and attorneys in helping them to analyze their patents to identify infringements and/or to defend against patent assertions. His areas of expertise include telecommunications, microprocessor hardware/software, digital signal processing (DSP), encryption, compression, cellular, Internet, VoIP, modems, DSL, telecommunications standards, computers, circuits, and systems.
Dr. Dowling is an inventor on US Patent 6,574,239 which is essential to practicing the V.92 modem standard and also for practicing aspects of WAP push with wireless session protocol, as is used in mobile Internet devices. The 6,522,875 patent has claims that are essential to certain types of filtered push used in wireless internet systems. Other patents deal with microprocessor and DSP architectures and other aspects of modems and DSL.
Dr. Dowling was a professor at the University of Texas at Dallas for ten years, a Captain in the US Army Signal Corps, and currently focuses on the development of new technologies and in patent infringement analysis. As a Ph.D. in EE, he has a strong technical electrical engineering background. Having passed the USPTO patent bar exam and having worked with attorneys in patent related litigation and licensing since 1995, he understands the details of patent law and the formulation of well grounded technical and legal analyses related to patent infringement and patent validity.
