Doug Buchan is an energy expert with over 40 years of expertise and hands on experience in the propane, natural gas and petroleum products distribution industries. He is qualified by Trial Judges to testify as an expert witness in twenty two states and also in Puerto Rico. Mr. Buchan's expertise covers natural gas distribution and related services, propane gas distribution, installations, delivery and related services as well as petroleum products distribution and their related standards and regulatory requirements. His expertise also includes, but is not limited to, the responsibilities of these industries to distribute, service, and deliver their products safely to their customers which includes their responsibilities in responding to emergencies. He focuses on codes, regulations, standards, policy and procedures, standard practices in and for the distribution and handling of natural gas, propane gas, petroleum products and hazardous materials, from the product source to their end users. Mr. Buchan's expertise covers gas and petroleum distribution from their source to the gas and petroleum utilization equipment that are being supplied by these products.
Mr. Buchan served as Deputy Assistant Secretary for the U.S. Department of Energy, and as a gas and oil expert/consultant for the United States Government. He served as a member of The White House, Office of Special Assistant to the President for Public Liaison and Consumer Affairs on these subject areas. Mr. Buchan was the lead U.S. Department of Energy, The White House and the senior Administration official that built the energy industry coalition that led to the passage the Energy Policy Act of 1992 (EPACT).
Mr. Buchan has provided hands on training as an owner/operator to hundreds of gas and petroleum related service and installation technicians in the areas of piping, installations, service, and emergency response. His areas of expertise include: regulations and standards, policy and procedures, operations and maintenance, management, training, standard practices, installations, pipelines, safety and oversight, fire and explosion origin and cause as it relates to natural gas, propane gas, petroleum products, and hazardous materials.
