David S. Smith has been recognized and honored as a leader in boating and water safety activites and training in North America. Commander Smith retired as Chief, Boating Safety Division, Second Coast Guard District, St. Louis, MO in 1981 having served 25 years in USCG Boating Safety, Search and Rescue and Aids to Navigation specialties. He received a Ph.D. in education from St. Louis University in the same year. Upon retirement he initiated Smith Aquatic Safety Services to present water and boating safety seminars on a national basis to fire, police and EMS personnel. In addition to teaching thousands of emergency service responders, he has also participated as an expert witness in hundreds of legal cases, appearing for both plaintiffs and defense.
