Charles D. Carter has become one of America's leading 9-1-1 expert witnesses. Since 1987, he was written thirty-three national certification, continuing education and professional development courses for 9-1-1 profession.

His experience from 1966 - 1987 as a firefighter, paramedic, police officer, investigator and chief who administered over an emergency communications center, he is a leading 9-1-1 consultant for the development of 9-1-1 policies and procedures manuals and quality control programs.

He serves as a testifying and consulting 9-1-1 expert witness and 9-1-1 legislative consultant.
